Add Factional Token Payouts to PvP Kills on Remembrance/Empire Day

Proposal
Add a Token payout to PvP Kills when you actively have the "Remembrance Day through Resistance" and "Empire Day Anti-Propaganda" Buffs
Justification
This would shake up how these events operate and players would have a reason not to pick up both buffs and just spam sign and save them pvp spikes or to prowl the opposing cities for SFs
Motivation
Make Empire and Remembrance day more diverse.
I believe this change will help increase participation on empire day, and could even be implemented for holidays like Life day.
