Allow for Rori Rebel Outpost and Talus Imperial Outpost to have a cantina

Rebel Outpost on Rori and Imperial Outpost on Talus have a building be flagged as a cantina.
Justification
It would allow for Entertainers to provide for full duration buffs
Motivation
Not a problem per se, just an observation I am pointing out and could see a benefit
Both Rebel Outpost on Rori and the Imperial Outpost on Talus lack a building flagged as a cantina for Entertainers to use for buffing, despite both having a building furnished as such.
While not the end of the world, I know both hubs are gathering areas for Battlefields and could benefit from a full length timer.
