Not Implemented Outdoors Creature abilities disabling character actions during cooldown

This idea/suggestion has been flagged as Not Implemented because of a lack of popularity, lack of interest, lack of feasibility, or other determination by the Development Team, so the suggestion will not be implemented. Once a suggestion has been flagged this way, the decision is final. Although the issue may be raised again in the future after a six month cooldown. Proposal
fix these abilities to not lock character ability use during their cooldown.
Justification
Some pet types have abilities that prevent actions until cooldown is up so are disadvantaged compared to pets that have abilities that all work normally, because having your character locked during ability cooldown (as opposed to only during global cooldown)is untenable.
Motivation
Desire to have all abilities function and cool down correctly without
This is otherwise known as broken pet abilities. There isn't currently a PV on this but I wanted to see how important it is to everyone that the cooldowns be fixed with:
Charge
Kick
Spit

Keep you from performing other actions until their cooldown timer runs out. It appears they have a global lock during their cooldown.

Development Team has already acknowledged this is a bug. We don't use PlayerVoice for bugs.
