dual spec for metropolis

I don't think we should be encouraging already huge cities to get even more benefits which would simply drain smaller cities of their citizens and make it very hard for smaller groups to establish themselves in the game.

I think they said they were already considering stuff like this for the city update and are prob either finalizing their decisions or working on implementing them at this point, but that also could have been me miss understanding people/information. I understand both sides, would be nice to do multiple things in my city but can also see how smaller cities could be negatively affected. More so interested to see what the actual planned update will do in general.
