Currently City Theatres do not serve any purpose except to look cool. Enable ents (and maybe docs) to buff there to serve as an alternate to a city cantina.
Justification
It's a city building that has minimal square footage for storage, and serves no function currently. Thematically it makes sense to allow buffs to occur there.
Motivation
More variety in city buildings, make it worth spending lots on the structure.
Enable City Theatres to be used as buffing grounds for ents (and maybe doctors). Specifically the outside seating/viewing area.
I'd go a step further and have the ability to schedule a performance at the theater. Patrons who visit during a performance get more time added to their inspiration or perhaps another perk.
Scheduled performances should be less common and limited in uses either per day or per week.
