Proposal
Make buffs (and possible wound heals) most effective ONLY at a medical center bedside
Justification
The current mechanism makes medical centers obsolete, and disrupt immersion by crowding buff bots at doorways.
Motivation
Mostly I long for the old days of social interaction inside hospitals
There is a recent suggestion to move the doctors to the cantina, which is generally believed to be bad.... but it seems EVERYONE agrees that moving doctors out of the door in Mos Eisley would be nice. SO I propose:

1. Create 3 levels of effectiveness for buffs and perhaps wound heals. Lowest level is when in the field, middle level is in a camp with the appropriate module, highest level is when using a hospital bed.

I do not know exactly how you would code the last part. But it would be neat I think to make the hospital bed a SMALL credit sink for doctors to lease in order to provide the highest buffs. But the intended result is to make a hospital bed that is staffed by a doctor the clear answer to your medical needs. I proposed this, because the other thread had a lot of downvotes specifically because of the cantina proposal, so I am offiering an alternative to possibly get traction.
 
They already are working on Doctor and the problem. Here is what Ornj posted:

A lot of people really prefer this server for the fact that we do not have AFK players everywhere. There's obviously a tradeoff between convenience and immersion with the AFK doc bots, but as a server we have leaned in on the immersion (especially since no other server really can). So yes, there were lots of people that did not like encountering AFK players at every major starport and being constantly spammed with the sound effects and reminders that this is just an old clunky game.

We have kept trying find a balance between wanting this service to be available to players (especially newbies) and trying to maintain the most important aspect of this game, which is the true sandboxy "you're IN star wars" feeling. Unfortunatly, it just keeps turning into a game of whack-a-mole where the doctor bots keep finding the most efficient ways to get their money, and now we have the zombie doorframe.

So, now we're going to try and tackle the heart of the problem, which is simply that AFK doc buffs are needed in the first place. We're finalizing designs around having both the ability for anyone to get the buffs they need at any hour of the day, maintain the credit sink that is necessary for the economy, but also allow for at-the-keyboard docs to provide a much better service. That's good to know.. And I can imagine how complicated the right 'fix' is... I will leave this up though, just so there is a place for ideas to hopefully help the devs'

I like the idea of them using the beds.
Yep never hurts to have more ideas they can look over.

Docs get a portion of the extended buff payment correct? If they’re AFK don’t allow them to get any of it? Could make a mini game/pop-up similar to sampling to test for AFK. The pop up could be random similar to sampling or required on every extended buff purchase.

I know this isn’t a fix, but could deter some/encourage them to change tactics.

Yeah... i created this one because THAT discussion got a BUNCH of downvotes because of the 'cantina' detail, even though most of the chatter was positive. So I thought it would be helpful to create a thread without that detail, that might garner enough support to be helpful to the devs. It is possible I was incorrect or foolish, would not be the first time :)
