This idea/suggestion has been flagged as Not Implemented because of a lack of popularity, lack of interest, lack of feasibility, or other determination by the Development Team, so the suggestion will not be implemented. Once a suggestion has been flagged this way, the decision is final. Although the issue may be raised again in the future after a six month cooldown. A response explanation from the Development Team can be found in the thread.

Proposal
Would it be possible to do away with the cap on ranks and put a 20 city cap limit on the livable planets or change the requirements of ranking based on active players.
Justification
There are many "active players'" in the game that shouldn't be penalized over a rule from the original game when the servers were packed. We get rewarded for being an "active" player now with fortitude tokens and "tier" rewards. Lifting the cap could be another step in drawing in more players'.
Motivation
Honestly, I did not know about the city cap on this server when I established a city on Naboo. We currently have 39 "active" citizens and it's disheartening to see player cities with less than 30 "active" players' that are rank 4 or 5 and you look at many of the rank 3 cities that have more "active" players' than the rank 4 or 5.
Currently the rules on player cities is that only 10 rank 4 or above are allowed on Tatooine, Naboo and Corellia which would allow a shuttle port. Lok, Talus and Rori have a limit of 15.

Currently their are 3 cities on Naboo with less than 30 active players' with rank 4 and above, 2 on Talus and 3 on Corellia. The game defines an active player as someone who has logged on in the past 30 days. Yet a player can drop a house declare residence and not log on for the next 50 days and they are still counted as a city resident.

There are changes coming for cities. Your observation is noted. Feel free to discuss in the Senate Social channel on Restoration Discord.
 
I would like to add to this a little if possible. I understand that it may not be needed. We just ran into this same issue as we were trying to place a new city down on Naboo. There are currently 10 cities that are classified as a tier 4 or above with shuttleports. (There were 11, but that just changed). Of the remaining cities (according to SWGTracker) there are 3 cities which I would classify as a "placeholder" city which were all placed within the last 6 months. Someone has placed a City hall down, whether for personnal desire or gain it doesnt really matter. Those three cities still count towards the maximum number of cities allowed even tho those specific cities have never had more than 5-6 characters in them from the time that it was set down. With the current rules, its entirely possiible to hold a city slot with nothing more than 2 accounts.
I am happy to hear that there are changes coming in the future, but I am curious if these changes will actually solve the issue, or just push it back until a more permanent solution can be put in place. While Im sure you dont want to give away any specifics, we would appreciate anything you are willing to give us details wise.
 
I agree this is a major problem that is effecting a lot of people. My guild has added a lot of people since April and we were looking to start another city but can't, because, people dropped a town hall, have 5 or 6 residents, and that number has not increased in the last 6 months which tells me they either have not tried or have no intention of starting an actual player city. Which gives the impression it is a "place holder".

Perhaps a hard cut off if the resident number does not increase where they lose their Level 1 or Level 2 player city status which would open it up for player association to build a real player city???
 
While we understand that some players are frustrated, at this time we have no plans to adjust the number of cities and their allowed ranks on a given planet. We do have city updates planned and they will encourage consolidation, so this may no longer be a concern. If at a later time, we do see a problem then we will certainly address it. Thanks.
