Reduce V.I.P. Bunker Lot Requirement from 2 to 1

Proposal
Reduce the V.I.P. Bunker lot requirement from 2 lots to 1 lot.
No other changes are requested to storage, interior layout, or acquisition method.
Justification
The V.I.P. Bunker is significantly smaller and more limited than most 2-lot structures. Adjusting it to 1 lot would better reflect its actual size and functionality, improve lot efficiency for players, and increase usage of an otherwise underutilized Fortitude reward. This change would have no impact on balance, progression, or the economy.
Motivation
As city planning and efficient lot usage become more important to players, the V.I.P. Bunker’s 2-lot cost stands out as disproportionate. This has led many players to avoid using the structure despite its theme and availability. A lot-cost adjustment would make it a more attractive and practical housing option.
The V.I.P. Bunker is a unique and visually appealing structure, but its current 2-lot requirement discourages use due to its small footprint and limited interior space. This suggestion proposes a simple lot-cost adjustment to better align it with comparable structures and encourage wider adoption.
 
Makes sense. The smaller version of the musty bunker is a fancy closet sized building. Should not get penalized by 2 lots imo also.
 
Great proposal, I think with this in mind it would be great to look at the Commando Bunker lots as well! Thank you for posting this. I have senate sponsored due to community interest!

I've also been informed the musty lot/storage is also negatively skewed, popping a note for that here. It's interesting that the bunkers seem to suffer, as such a sought after item for players!
