Proposal
Modify the Visibility gain system so that only NPCs that would honestly have a problem with a Jedi report them.
Justification
I set up a camp, only to have my camp's junk dealer immediately report me.
I'm running through an area where their are Rebel forces and Imperial forces and I get reported by ALL of them on BOTH sides...
Would a Nightsister, Spiderclan, and Singing Mountain Clan (who I keep a good standing with) really report me? I would think they'd want to keep a low profile since they are force users themselves.
There are plenty of other instances where I think an NPC shouldn't report.
Motivation
I have a very strong aversion to PvP, I've had way to many negative experience over the last 27 or 28 years. The only time my Jedi has gotten a bounty was when I didn't know grouping with other Jedi's greatly increased visiblity gains. I didn't fight and I avoid humanoids on my Jedi at all costs.

It is my limited understanding that Instances have become a nearly Jedi only endeavor and that when you finish an instance you will have a bounty on you every time. I'd like to be able to participate in some of the instances but not at the expense of being targeted after each one.
Restoration has made some Excellent additions and improvements to SWG. One thing I'd like to see changed is the current visibility system.
 
I really could let heroics slide because BHs need to feed after all. But that would be cherry picking which humanoid still gives vis yet by logic and lore they shouldn't.

I kinda get the EK argument but I'm not convinced, something that takes 3 paragraphs to explain is not intuitive at all. The main issue in heroics is noob comps, it can happen that there are simply too much jedi in a casual guild run.

Joe gathers people up for a fun Friday night even though he has no clue how it works, he plans to do just normal because that should be easy for an uncoordinated comp right? 4 jedi turn up because they are bros and want to make the Timmy raid happen but when they realize there are simply too much jedi for vis 2 of them drop out, and because of the miscommunication or some triggered PTSD of getting of terminals a 3rd one drops out too even though 2 jedi should be fine. Now the Timmy raid is not happening because its a small guild and game mechanics asking people to take risk for helping. Real story that happened btw.

I think its the unknown factors scare inexperienced jedi away. Like not knowing a HK run is exactly 378 vis times the amount of jedi in there regardless of difficulty, and the tank takes 882 because of the stupid neutral mob double ticks (just said numbers). It could be more clearly communicated how much vis is a run.

For example put a huge vis gain at the end when the final boss is defeated and tokens are awarded, or balance it out and put some on mid bosses too if people are scared that full jedi comps will farm mid bosses, but that's only for like Lavafest (in which case the entire vis gain could be disabled or severely reduced, on a SK NM farm would not be nice to have Vader outside and take out the battle med jedi on loading screen lol).

Maybe make the vis gain scale by difficulty, 1k vis for an EK NM, meaning after 1 run every jedi is on the terminals if there were 3 of them in a group since they achieved something that echoes throughout the galaxy. Or tune the numbers so that on an all NM heroic evening the 2 jedi comp is on 2.9k vis, not sure about player habits so I'm asking for feedback. Maybe summon DoubleWild on this.

JUST remove the ridiculed game mechanic, I'm all for unfriendliness, just please make it make sense.
