Proposal
Part 1: Add a new radial option to scrapper vehicle loot parts to be deconstructed into a useable currency called something like "scrap metal". Each piece of loot gives a flat amount of metal regardless of part stats.
Part 2: Add a new vendor NPC who will sell RNG scrap vehicle parts for scrap metal currency. The vendor has access to the Scrapper loot table. Perhaps 3 to 5 scrapped loot pieces afford enough scrap metal to purchase an RNG part from the vendor.
Justification
Scrappers are difficult NPCs to kill and often yield low-quality scrap parts that are literally useless, they are destroy items. Rather than destroying these parts, I think this idea adds some extra depth to the scrapper game play loop.
Motivation
It sucks getting loot from a difficult to kill NPC that then only becomes a chore to destroy. The scrap loot is not something that can be sold to junk vendors either. I want to turn some of these trash items into another shot at getting something useful.
Scrappers are high level NPCs that drop speeder upgrade parts. These parts range in quality, with "blue or green" being useful, while anything below blue tier needing to be destroyed. These parts can not be sold to junk vendors either.

My idea is to add a new function to the scrap loot parts. Using the radial wheel, you can "scrap" or deconstruct them into a new currency called "scrap metal". The scrap metal currency can then purchase a new RNG part from a new vendor called a "scrap dealer". Maybe something like 3 to 5 deconstructed parts afford you enough currency to purchase another shot at getting something better.

Always rewarding players for doing anything involving any effort in the game is a slippery slope. If you apply it for this, you need to apply it to every mid to end game activity that requires effort. You then ruin the entire economy one way or another which in turn hinders the server from growing because new players either can’t afford anything or get bored because they get to end game before they settle into the game and will stop coming back. There is a reason scrappers are hard, parts are rare and that they are expensive. Not everything you do in the game needs to automatically turn into profit just because you took time doing it.

Other similar examples would include:
- Didn’t hit amazing on a craft, refund the resources.
- Didn’t drop the item I wanted in a heroic, give me a token I can spend at a vendor to go buy it.
- Didn’t loot the holo I needed from a DJM, they should drop a currency to allow me to RNG roll it at a vendor until I get what I want.

The list goes on…

The rarity of vehicle parts is calculated in the price they cost to upgrade your vehicle, and the market is bursting with good parts already. This would also ultimately hurt the parts economy which would then have people complain that there are too many parts on the market and it’s impossible to make any money on an activity that was once quite lucrative.
 
I think, at most, an equivalent of a chassis dealer should be made available that will purchase the junk-quality parts. As Veizyr commented, the larger change proposed would prompt questions why similar systems shouldn't be implemented for the other grinds. There's a reason the chassis dealer doesn't hand out duty tokens for selling JTL stuff to them, and you have to get the tokens another way.
 
The point of grinding is exactly that , every time someone makes these types of posts, most of the time is just for their own gratification and convenience without ever looking at the bigger picture of the server economy , if you do not want to grind scrappers there are plenty of players with the time and know how

If they were just sellable at a "Vehicle Parts Dealer" that acts similar to a chassis dealer or a junk dealer that would be nice instead of constantly deleting everything. Since most things are sellable to a junk dealer, I dont see why not add some credit value to them. Its just another form of credit generation by doing something you like doing.
