My understanding of the lore, back when the game was Live, was that female Twi'leks always wore headgear in public, but males never did.

It’s less time consuming than modeling from scratch since the female versions exist. There are other priorities at the moment but if this gets enough attention/votes we could make time for it.

Fairly certain the Bone Crest & the Wrap are the only ones males cannot wear currently. Correct me if I'm wrong though.
