Under Siege: Improved GCW Invasions.

Proposal
Make a system for ensuring there's always a good fight to be had at GCW city invasions:
Option 1.) Increase the default spawns for both attackers and defense so that there is always a way for those who show up to score some points and tokens. Some basic barricades, turrets, defense patrols when attacking. or some basic walkers and more patrols when defending
Option 2.) Create an instance-like setting if there are no enemy players on the other side of the invasion where a difficulty can be chosen. Players who show up late to the invasion MUST flag PVP or suffer some other penalty so they can't just show up to easily grief the builders (especially important for defenders). There can even be different modes, where the enemy spawns mass walkers or harder-hitting NPCs like those encountered during the recent convoy updates. What if, for example, cloaked Imperial agents can sneak past the outer lines of defense? Imperial combat medics bombard the attackers with chemical warfare! Alternatively what if the defenders encountered by attackers have invested in shielded turrets, or found an abandoned warehouse of CIS droids and use them in the defense?
Justification
While those that defend a city when no attackers show up have at least some ability to score GCW points and tokens. Attackers get no such option, simply showing up and surrounding the enemy general who politely waits to get attacked. It breaks immersion and feels far less heroic. The sieges all feel the same and rather mechanical.
Motivation
After doing A LOT of invasions, I've noticed clear trends where folks don't show up to the build phase just come in and wreck the defense, and have been through countless sleepy invasions where attackers who show up have almost nothing to do after the build phase. Whole cities (we're looking at you, Dearic) are abandoned and left out of the conflict entirely at times. We're in the middle of a pitched Galactic Civil War, and it should feel like it!
I have come to really enjoy participating in GCW City Invasions, having been inspired to partake by the Flashpoint update. While fun, they could definitely use some improvement, and a number of players I've fought both alongside and against agree that there are times the invasions feel empty, underwhelming, and unheroic when the other team is a no-show. To amend this, I propose a system that gives those interested in the PVE aspect of invasions something to do so we don't fall asleep as 1-2 solders get gunned down by turrets or create a full build on attack to find the streets entirely undefended. The fixes also work to possibly prevent some aspects of griefing encountered by those that take these invasions seriously.
 
As someone who time to time take part with the GCW invasions, these ideas sound like a nice concept.
Its bit lame when your group has done lot of effort and used resources with building up defenses while there is none at the opposite side to put any effort building their attack force.
Then only dropping in late, like rushing out from the entrance of Bestine spaceport to bash hard down built defenses to reap full rewards. (Dont know if there is a GCW mission that reward for bashing barricades and such, like how the defenders can get missions for defending them, but feels bit cheap if the attacker just need to reach the commander and wait until he becomes hostile.

My personal idea to encourage taking part with all the sieges could be titles as reward.
Like "Succesfully defend Bestine x amount of time and get "Defender of Bestine" title."
Could even expand/turn this idea by giving faction exclusive titles like "Lberator of Keren" for the Rebels and "Conqueror of Keren for the Empire.
And then reward the player with a major title and maybe cosmetic to show off, when they have defended and attacked all the cities.
 
100% up for changes to be made on the invasions, especially when the server is at its quieter times, i would say a good starting point would be to increased the default spawns, as this wont have any down sides to if and when an invasion is busier or not.
 
I'm hesitant to implement anything that forces PVP for a crime as small as being late. More attention to the GCW, especially on the PVE side would be well deserved though.

That's a fair point, which is why I suggested other penalties. It can be an either or situation where they either flag or suffer some sort of debuff or penalty to tokens/points earned, was my thinking.
 
There are barely tokens as it is. Frankly, the only time I see people showing up to invasions at all is when people are looking for a PVP fight, and often ending up disappointed. I want to see something to draw in more PVE participation to make these events rewarding, whether or not you're there to kill payers.
