Cycle Target prioritises the nearest PVP player, not their vehicle or NPCS

Proposal
Clicking the tab/cycle target button prioritises the closest PVP player, rather than their vehicle or NPCs which often happens. Currently you often have to use a mouse or even type /tar thef**kingenemynottheirbikeidonthavetheskilllevelorbraincapacityforthis
Justification
The current target system, when clicking tab often targets player vehicles first or even NPCs, rather than just automatically selecting the nearest PVP player. As a player with a lack of talent, I am often flapping when under pressure. Trying to target players using the cursor only adds to my misery.

I am confident I am not the only one that is often frustrated by this and think it would be a great QOL improvement for PVP players
