Give "Leg", "Head", "Body" hits a purpose.
This idea/suggestion is Open. You can respond to ask questions or discuss the idea and either vote it up or down if you believe it should or should not be implemented, respectively. Popular suggestions and ideas will be considered by the development team to become reality in-game.
Proposal
Instead of just being generic hits...

All leg hits deal extra damage to action bar.
All head hits deal extra damage to mind bar.
All body hits deal extra damage to health bar.

They are just hits, not really anything special.

NO, there is a reason why pre cu , rifleman/cm was king , their ability to target the mind pool + wounds to mind made them really good
right now almost every combination players can think of is viable
bringing this non sense back will just pigeon hole players to builds that can decimate one of those pools the fastest

Some mind and action damage is fine if its low. I don't see an issue, just raise the cooldown of the abilities but actually *make them useful*

You may not think it's a good idea, but currently these abilities are simply NOT useful.

Your fear comes from bad balance of cooldowns and GCDs, not from mechanics.

whatever you are just delusional , that is why all your pv's get down voted
even you yourself have said it in numerous times all your pv's are dumb and stupid
this thing you are proposing is not even and issue atm , and just more waste of time for the dev team

as i pointed out you see these responses so much because all you do is manufacture issues that nobody has asked for
other than you , you want to force you weird type of game style on the whole server
the server as a whole is much better served when the dev team focus on bug fixes and content and not your manufactured issues

As I pointed out, your not listening.

The reason it was bad pre-cu was it was spammable as a mechanic, when hits like these or abilities in every other good game have cooldowns.

For example, say this had a cooldown of 12 seconds, that would make it much more balanced and an actual good ability to use and not something you just hit or level over instantly and never touch again.

It's not the mechanic, it's an issue of cooldowns more-so. Same issue with a basic damage ability that just does too much damage.
