Proposal
My idea is adding "additional" bases and changing mechanics to be more inclusive with small groups/individuals

Small camp
- 1 gcw tick a minute
- *explosive charge to destroy
- 5 per region
- no shield

Medium bunker (use the Tusken Bunker or something)
- 2 gcw tick a minute
- *explosive charge to destroy
- 3 per region
- no shield

Large bases
- No change , May add in a tick for them 3 (possibly 5) gcw tick a minute
- 5 professions to bust
- 1 per region

* Explosive charge - Crafted by MArtisan/DE,ShipWright. This is then placed in the base and the meatlump game (the triangle shape one) is used to set it and defuse it. (Meatlump game is just an idea to utilise whats already there but takes time and is interactive rather than a timer)

Small and Medium can be supplied resources kits (subject to change, just an idea)
Create kits like the invasion building kits for supplying them with npcs.
3 NPC Defenders would require 3xfood kits 3xmedicine kits crafted by chef and doc.
AT ST Defender 3xfood kits, 3xmedicine kits, 3xengineering kits. Engineering by WS,AS as an example.

Crafters then can join in the fight and supply the small camps and medium bunkers. Max numbers of the kits can be adjusted.

To blow the small/medium bases
Attackers need to have an explosive kit they set (place in container then complete meatlump game) and once set the troops spawn so the quantity is unknown to the attack and then need to stay within a certain range to blow it for a certain amount of time. If they dont or die to the NPCs the timer stops.


It's also the defenders responsibility to add the scanners to flag the sf. If they don't then tough and you have to rely of the npcs to protect the base.

Bases can be placed anywhere regardless of faction control. and its a tit for tat of busting and placing, and cancelling there ticks to keep GCW priority.

You will still get the big busts (only outside of blackout) as they tick more but youll have loads of back and forwards with the smaller ones giving people something to do and keeping it active and exciting.

[Edit] This would prove to be a credit sink also, but make the bases easily affordable to at 100k and 200k maybe. Suply kits need to be faction specific so you have to pick a side.
Justification
My main play time is during the blackout, there is nothing to do for GCW really and this would always give something for people to be involved in of a tit for tat scale sliding gcw tick of hunting and destroying bases and setting new ones. It brings in the crafters but doesnt take away from the larger new PVP zones.

Ive spent 3 hours waiting for someone to come to the tower today and made little dent in the GCW, it feels meh if you arent in the US.
Motivation
Build on recent GCW update and bring more people into it and make it more accessible.
GCW changes are a good start but the blackout hurts some regions and there just really isnt anything to do. I understadn the blackout and why it is there but think there need to be something else to do with GCW which has a small inpact and is more a tit for tat backwards and forwards tipping the scales either way and making it more engaging for smaller groups and individuals and even crafters to get involved.

I do agree about timezones and blackout time. 2am-10am EDT is around 3pm-11pm Japanese/Australian time, so right in the afternoon and evening.
 
You could just spawn in some PvE bases in contested areas. Use charges (as you have proposed) to destroy rather than relying on professions for the terminals. Usual rules apply, combatant = less GCW/Tokens than attacking them SF.

NPC cities have that no build zone, perfect to throw in spawnable bases, based on the level of control of the Rebels/Imperials.

Edit: if you want to add complexity, then you could rehash the Jedi visibility mechanics so that GCW activities like this generate varying GTA Style wanted levels which eventually flag you SF.
