Proposal
Enable housing maintenance funds to be withdrawn from a structure while the building is placed.
Justification
The function would allow credits to be recouped before packing up or destroying a structure you own.
Motivation
When a structure is deeded or destroyed the credit investment is lost or must be transferred to another player when sold. If implemented this change would facilitate individuals to transfer structure deeds without losing their investment. Additionally, it would remove a significant barrier to joining a player city when paired with the reduction in property decay cost in player cities.
