Proposal
Initial idea would be to allow (1) Lottery Vendor per merchant to have 1 to maybe 5 items on said vendor. Maybe number of items tied to a line in merchant skill tree? Each item would have a ticket price and people could buy as many as they like. Have vendor owner set ticket price, length of lottery, no deletions once a ticket has been bought, a minimum number of tickets to be sold to be active (reserve). Would need to work out how long to leave item on vendor for winner to pick up item, and if they don't then either redraw or refund all money and release item back to owner. Could even take 5% of final sales as a fee for credit sink if another one is needed but not sure on state of economy after space credit fix as most of the credits from space were gained before my time here.
Justification
Make Master Merchant more useful to get and keep with some unique vendors/skills in game.

So I like the idea of updating Master Merchant and read there are ideas of adding new vendors at some point. Has the idea of adding a Lottery Vendor been talked about? Would add a new wrinkle to selling/buying items and everyone loves a lottery draw!
