PvE and quest design

PvE and quest design

Proposal
I'm not suggesting a complete rework of the legacy/theme park quests. But rather adding to the creature spawn system. My Idea is adding micro events that act as organic quests. Adding a random chance for certain things to happen depending on location and player action. I.E in cantinas, a bar fight/shootout has a small chance of happening, Traveling across Tatooine the player has a chance to be ambushed by Tuskan Raiders. Maybe a random escape pod lands, destroy/delivery missions could have 3rd party NPC intervention, negative faction standing could cause random hit squads to appear, etc. I'm not sure if it's possible to have the events add objectives to the player's quest journal, as I'm not sure what is and isn't possible with the game engine, but I feel it could add a lot to the experience
Justification
As I stated earlier, the PvE/quest design is rather dated. adding varying interactions on top of what already exists, and giving more reasons to explore/wander could elevate this aspect.
Motivation
I love SWG, I played on the live servers up until NGE. I love what SWGR has done with it, and I think this could add more to what's already there.
In SWG there are many activities and interactions that are both unique and memorable. Primarily in regards to the social aspects, and PvP. There are few games that come close to the amount of agency players have. However, there's one aspect that I find lacking, and that's the overall quest design.
 
How much money do you have to donate?
If you could donate enough to buy AI software that would generate quests on the fly, that would be really awesome of you.
 
It would. Not really what I meant. The idea is that it would essentially check for tags then roll on a table. Not much different from how the mob spawning works. My understanding of programming is pretty limited, so I'm not sure if it's possible with the game engine. But attaching tags to certain actions and rolling a corresponding table should be possible.
 
Technically exists in a way with smuggler missions as you get ambushed and taken off your speeder. However from what I hear, that code is awful and an isolated system.

So probably possible just a huge task.
