Proposal
I propose the idea to scale down debuffs and make them 1/10th of their strength, but go up to 10, sort of like Commando's Elemental DoTs.
For example...

Stunned =
-40 Accuracy, -90 Defense.

New "Stunned"
1/10: -4 Accuracy, -10 Defense
5/10: -20 Accuracy, -50 Defense
10/10: -40 Accuracy, -100 Defense

AOE abilities can give 1 tick of Stun, Single Target can give 2-3 depending on the ability and cooldown if the ability does apply the stunned conditon, for example.

Justification

Debuffs were underpowered when people had 550 defense forever and couldn't get hit, now they are extremely powerful and almost always land.

Cure's can't keep up with the amount of debuffs, making them having to build up would help with this.

Makes class combos with similar abilities better.

Scales ST and AOE better. For example you can make Enraging Spur only stun 1/10 on the initial hit.

If they scale up, they only need to last 2-4 seconds instead of lasting 30-45. IF buffs lasting forever were an issue de-buffs are too.
Motivation
More balanced gameplay = more fun.
