Add "Outside Information" Ability for Master Smuggler

Proposal
Add "outside information" ability for master smuggler -- the ability that, when used on a player target, enables to smuggler to contact someone in Jabba's palace to know whether the targeted player has a bounty or not.
Justification
To enhance the roleplaying experience of smuggler, but at the same time mitigates its effect by requiring master smuggler. The ability does not enhance the combat abilities of smuggler. The ability was an NGE ability, so it has precedent. Smugglers should have access to insider information in the underworld that they can then share/sell to players.
Motivation
To enhance the roleplaying experience of smuggler and allowing all players to benefit from a smuggler's underworld abilities.

Isnt this being a Bounty Hunter ? I could see Bounter hunter having the Check Bounty option work for players but I dont see why Smugglers would have it.

"Allows smugglers to get an extra source of income in the underworld (since slicing and selling spice alone is not lucrative)." --- Have you been doing the Smuggler mission ? Great source of income, you get hunted via the BH boards etc.. https://swgr.org/wiki/underworld_smuggler_missions/
Level 5 PVP pays 100k

Discussed ingame and PV was amended. I dont know the NGE ability so have nothing to comment.

The ability was an NGE ability, so it has precedent. Smugglers should have access to insider information in the underworld that they can then share/sell to players. Thanks for removing the down vote after clarifying.
