Implemented Hybrid Allow for PUPs on Heavy Weapons

Justification
Just allows Commando to play on equal footing. If it over powers them, then simply let Weaponsmiths make new pups for Commandos that are at reduced %'s.
Motivation
All other weapons can use them and rifles with them can surpass them drastically.
Proposal
Allow gun PUPs (grips and barrels) to be used or create new PUPs for Heavy Weapons.
Currently heavy weapons have no ability for powerups unlike every other weapon. Make Commando viable again by letting their weapons be on equal footing.

I agree, HW are already slow, you should be able to use pups

I mean we can't even have components like Gorax shards or Krayt Tissue made into them. So if made plain next to another weapon they might be slightly better, but after they add PUPs and components into theirs our HW trail far behind. Even if they added something just to drop sac I would be happier since its always outrageously high anyhow.
