Open Allow Generals and LTs to ITV to their defending zone

Proposal
Allow Generals and LTs to ITV to their defending zone. How this is implemented is up for debate. I was thinking they could place a beacon in their home.
Justification
I don't think we should be able to teleport everywhere like Legends, but this seems like a fair request.
Motivation
Generals and LTs should be able to respond quickly to their base being under attack.

Should this not be any rank that is capable of placing a base?

Also what about defending your space sector?
 
Thats fair, i think it should either be anyone with a base, or anyone in charge of a zone I.E. anyone Major and above. as for space you basically just launch and you are there, adding an ITV to space would be much harder i would think.
 
I would recommend being able to place a homing beacon in the base in your region. That way you could land from space directly to it, but it not be just an ATV

Thats a cool idea too, i like that. Have it cost creds to build one there too, more credit sink to sate Aconite's lust.
 
Yeah I admit I don't know what to do about space, but also there is no structure to defend in space, right?
 
We also discussed adding a penalty that you can’t call an ITV if your faction doesn’t control the region (e.g., it would get shot down) or an additional fee to call them. There are intended to be penalties for being in zones you don’t control we haven’t fully flushed out.

I think it'd be more fun an immersive to have a faction-appropriate drop-ship to take individuals or groups too. That'd be fun.
