Justification
CHs stacking Opp Chance are losing out on one of its benefits when they have the ability to heal
Motivation
Allow all all professions to use Heal Efficiency.
Proposal
Allow Heal Beast to benefit from Heal Efficiency so this mod works across the board for players and pets
Allow CH ability Heal Beast 1 2 and 3 to benefit from Heal Efficiency mod
