Proposal
Allow Mayors to place 1 factional recruiter in a city that is faction aligned. The recruiter will be of the same alignment as the player city.
Justification
This change will allow ease of access to a recruiter when outside of a major city for convinience. Its logical that that a player should be able change duty status or access recruiter services within a friendly player city.
Motivation
With the changes to /pvp in Hotfix 1.1.0.7, it is harder for a factional officer to go on leave when outside of a major city.

City must be aligned to a faction to place a recruiter.

Sensible Idea. Esspecially in a place like Lok Where there is a choke point at the only starport where you have to shuttle to or drive to if you want to leave planet to get to a recruiter
