Bag / inventory window toggle for locking position on UI in open position after toggling mouse mode

This idea/suggestion is Open. You can respond to ask questions or discuss the idea and either vote it up or down if you believe it should or should not be implemented, respectively. Popular suggestions and ideas will be considered by the development team to become reality in-game.
Proposal
A small mod to allow inventory / bags to be toggled to be persistently visible in the UI after pressing mouse mode toggle, and doesn't automatically disappear when switching modes or closing inventory.
Justification
It would assist in helping keep toolbar more clean and a quick access to inventory / bags in inventory, whilst been able to keep the mouse toggle controls.
Motivation
I believe this would allow for a cleaner toolbar, and maintain a bag up of consumables without requiring to have them stored on the main toolbar.

Whilst we wait for a 3rd toolbar, I thought it might be easier or more useful to allow inventory / bags to be persistent in the UI by locking them in place via a toggle and doesn't disappear when mouse toggled or inventory closed.

So the biggest blocker to the toolbar is actually mostly related to the logic around abilities and keybindings. If we made a hot bar you could just drag items into but would still have to click to use, does that solve for this?

This would be ideal, I think most people who would use it would put buff items there, maybe a few macros. I wouldn't be too bothered about them not being keybound personally. Be great if we could choose between a vertical / horizontal toolbar too.

If the only major issue with an extra toolbar is not being able to keybind it then i'm sure we can live without keybinds and have the extra bar.
