Add a helmet targeting system that when the targeting is turned on it performs the /bountycheck function on NPCs when hovered over, or provides a credit amount in green for players on bounty hunter terminals.
- Justification

To improve the Bounty Check system. Reduces the amount of clicking needed to locate bounty check NPC targets. Improves Star Wars-y-ness. For player bounty PVP, improves realism for both the hunter and hunted.

To make the Bounty Hunter check system more streamlined and more like movie/show versions.
