Implemented Change level requirement of Treasure Map hand sampling bracelet

Proposal
Change the required level of the hand sampling bracelet to CL1, so that it may be used by crafter characters.
Justification
The Resource Quality and Entertainer bracelet were given the same treatment so there is no reason to leave this one out.
Motivation
The current level requirement of CL75 makes this item borderline useless since it is something that requires Artisan to get value from.

Thanks for your suggestion! This was an oversight and has been corrected. This bracelet is now matched to level 1 and the change will retroactively apply to all existing instances of the item. Be sure to check the patch notes to see when this is brought to the live server.
