Open Other Could insurance terminals be replaced at NPC outposts?

Proposal
Please add insurance terminals at all NPC outposts
Justification
QoL instead of having to travel to a NPC or player city for insuring.
Motivation
Convenience of accessibility to insurance terminals
In Pre CU all outpost cloners has insurance terminals but in NGE it looks like only player cities or NPC large cities have insurance terminals.
