Open Improvements to the Bounty Boards - Crime Lord Syndicate?

Proposal
Have an improvement to the Bounty Boards where more advanced bounties (perhaps Jedi bounties, or even bounties placed on people by staff / other events) are taken by going to Bounty Hunter 'havens' such as Jabbas Palace.

It can also be used as a platform for people to settle a bounty, either themselves or on someones behalf.
Let's say there is a bounty of 100k, someone might be allowed to settle it for 300k .. could be a neat credit sink, although this would need to be looked at in terms of abusing it, probably.
The settlement value is fun and could scale based on some variables.
Justification
It will help clean up the bounty boards a little bit so that newer players are not hunting Jedi unknowingly, and plays in to the cards of the 'Crime Lord Syndicate' where people such as Jabba themselves are posting bounties and you go there to take / claim / settle them.
Motivation
This would improve the bounty feature in general and be a new, fresh thing for Restoration which can also play in to the RP card.

We could just add a specific designation to bounties that are Jedi if players are mistakenly taking Jedi bounties?

This just sounds like forcing inconvenient travel to pay off a bounty, which takes away from the players who would want to complete them through PvP, basically? In the name of... roleplay?
 
maybe establish some rules so that only bounties accrued by visibility (and not players increasing the bounty on a deathblow) can be 'settled' which would help to bend back that 'forced PvP' side of things.
