Proposal
Reduce the minimum level of a standard heavy weapon core to be 14 instead of 21.

Justification
The crafting of lower level heavy weapons is currently limited by the Standard Core.


This core is in-line with the other standard cores, melee and ranged, however these have a Basic core, allowing craftable weapons to start at CL6. This doesn't make sense in this case, as the lowest level heavy weapon user will be CL14. This proposal suggests lowering the CL of the Standard Core to be CL14 instead of the CL21 minimum currently.

Motivation
Currently the lowest level heavy weapon that a Commando can obtain is CL21, as that is the lowest a weaponsmith can craft. This means that if a new player decides to level up Commando first, they hit level CL14 & they will hit a dead end, as they cannot progress in the profession until they gain heavy weapon exp (or earn a tonne of combat experience).
Change proposed provides access to heavy weapons for Commandos who are levelling up for the first time.
