Open Social Remove 10m requirement for Milita to be added

Proposal
Remove 10m requirement for militia to be added. In the same manner that we sponsor and accept guild members, the mayor should be able to do the same with milita members.
Justification
Makes it easier for the mayor to add their militia members.
Motivation
Makes it easier for the mayor to add their militia members.
It would be great if we could add militia members without them having to be present. With so many of us in different time zones it can be a challenge to get militia members added.

Had to do this today. I feel like it's a left over from when you had to bring players to your guild hall to add them.

I think the future militia character should be at least online. The mayor would grant the rights by a command similar to /grantzoning, if both are in the city. Another way could be from the city terminal, like it is now, but without the need of them coming to the city hall.
