Open PvP GCW Balancing GCW and High Ranking Officer Bonuses to the Region Declared

Proposal
Change the mitigation the high ranking officer applies to a zone only when that officer is online , not afk, and on duty. (This includes overt for space) . You can declare a Region even if it is not under your factions control.
Justification
To bring a balanced GCW.
Motivation
Just balance to a game.
The current High Ranking (Major & Above) Officer region declaration system is a broken mess. The mitigation to flipping the region by an officer is so overwhelming that is making trying to flip any region that has an officer in it almost impossible. You can see this in multiple instances on both sides.

Current examples:

Bestine is so entrenched that even up to 15 rebels doing the invasion multiple times have still been unable to flip this zone after several weeks of trying. Still at 78% Imperial with little to no resistance from Imperials.

Naboo space system has been an active target for the imperials the last two weeks. The imperials farmed roughly 300,000 GCW in region alone this over two weeks bring the over % of the system all the way down to R 55% to 45% Imp yesterday. Within 5 hours that number went back to R 80% and 20 Imp.

Talus Daeric this is also apparent as this zone is still at 99% with Rebels doing the invasion constantly.

Tatoo and Corellia Space Systems are unmovable for the Rebels to flip their way.

30 Imperials SF in Rebel Outpost on Rori were only able to move it a few percent after almost 2 hours.


Due to how strong this is the zones are very much a first person to the zone will almost control it indefinitely without a intense amount of work from one side and sometimes an impossible amount of work.

I'm proposing the change that the mitigation the high ranking officer applies to a zone is only when that officer is online , not afk, and on duty (Must be outside) (This includes overt for space) . You can also declare a Region even if it is not under your factions control.

Naboo space zone is heavily patroled by rebels and constantly reinforced which is why its a hard target. Theres a lot more GCW pumped in to there than you are aware of which mitigates the amount the imps have put in a hell of a lot.
