Proposal
Change Avoid Incapacitation for Jedi back to how it was… One big change is make the cool down either 45 seconds or 1 minute. And remove the snare.
Justification
What does this do?
This makes for heroics so Jedi can not spam Avoid Incap.. This provides a 15 to 30 second cooldown in-between.

How does this affect Heroics ?
This now changes tactics as the Jedi get close to Avoid Incap wearing off they either need to focus on healing and not focus on boss or The healer in group has to focus on the jedi and save heals for him.

This allows for the Jedi to no longer tank and spank bosses and make it for more of a last ditch effort.

This method also removes the ability to tank and spank to where they can regen their force bar due to the gap in the cooldown.
Motivation
Currently Avoid Incapacitation has no use for any scenario even PvP due to the snare. This makes it viable as a last ditch effort to survivor or plan and exit strategy in PvP and along with heroics allows for that last resort button and give the group time to reset and reorganize but has to do so strategically.

AI is fine in pvp what are you talking about
Currently you get sanded when you use AI but removing the snare along with the purposes changed it makes it more balanced. When using AI in PVP you are snared and can’t get away and stuck in a loop until you’re dead unless a group can help bail you out. By doing this it allows for you to get out of the oh sh* t moments and gives you an opportunity to escape without making the ability OP since you won’t be able to spam it.
 
I mean while its up you don't have to think about trying not to die so you're able to hold everything to be ready for when it ends and bolt away
 
Assuming you are fr 2/3. And can get away. The primary change is for the ability itself with extending the cooldown and still being able to tank for heroics or pve content

You do not need fr2/3 to get away.

I do believe it needs changing all together for pve for this is not it
