Change "Beast Knowledge Resource Scavenger" to be learnt at "Novice CH"

Proposal
Currently only a Master CH can learn the Resource Scavenger skill.
But a Novice CH can complete the collection.
I propose the ability be reduced to learnable at Novice CH.
Justification
This change would make the skill accessible to anyone, making it learnable by non-combat and combat professions alike. The impact of this change will mean the skill is accessible to artisan crafters, who may not have the SP to get Master CH, and who will benefit better from the skill.
Motivation
I completed the collection on my Master Artisan, and cannot use the skill. I realise anyone can hand sample, but it just feels wrong to cut out those who actually spent the SPs for sampling.
My idea to loosen the restriction of who can learn the "Resource Scavenger" skill.
Thank you for your consideration.

My final thought: I believe these are NGE skills and were learnable by anyone with points spent on BM. Obviously things have been converted here, but I still wonder why these skills would require anything but novice to learn?

Are there any other people out there that would prefer these Beast Master skills be downgraded so they may be learnt by Novice Creature Handlers instead?

The skill set was never meant to be Master Creature Handler, it was meant for any spec. Because it is an NGE skill. The hybrid nature of the game has, I suspect, forced this restriction -- but it should be for Novice Creature Handler, because that makes more sense for crafters, who should not have to spend points to get to Master Creature Handler to use a skill that's crafter specific.

Realize this is an older PV, but find it still relevant.

As of now, an Elite crafting profession cannot take up the skills required for hand sampling, merchant, and their profession, and attain the resource scavenging bonus in creature handler.

Making this change would allow one mastered crafting profession, master artisan, and a master merchant to be able to acquire Novice Creature Handler for this creature skill bonus to hand sampling.

I vote in favor of this change and would hope that perhaps this time around it can generate enough traction to be implemented.

How does this compare to using a sampling droid? This adds 50% it says.

Edit - The wiki says that the hand sampling droid adds 60% so why even use this no matter where it is?

True. Never noticed it was by percentage before. Perhaps the skill could be boosted too?

My guess is that if the information is correct that is why it never went anywhere. Why spend the SP for something that a droid can do for no points. It is not a bad suggestion but would need reworked because even if they made it equal to the droid it would be why spend the SP when the droid does it for no SP.

I agree with you. I’d be interested in finding a solution. I think there’d be some that would give up having a second craft profession to be able to get novice CH.

Having less multi craft profession characters could mean more room for growth, on other players. Not significant by any stretch I’m sure, but some would be an improvement I think. Of course assuming one takes a craft, takes merchant, and then takes Nov CH.
