Approved Community Programs Increase City Ban Power

I'd like to propose that the CityBan ability also include Player Vendors, and Terminals within the city a player is banned from. Or, conversely, a CityBan prohibits someone from entering ANY building within the City.
Justification
CityBan is an ineffective and impotent tool that has no real repercussions for the players they're used against. The people banned can still use the city freely, if anything a CityBan is a badge of honour.
Motivation
As someone who has had many events trolled, been bullied and harassed in my own cities, I believe that some community problems require community solutions. By having real ramifications for people who violate the rules of player cities, I believe that the community would pay better mind if there was real threat with a CityBan and not just the imposing a mild inconvenience.
I believe that cities in SWG should have full control over who uses their complete services, not just cloning and shuttle services.

Devising ways a crafter/merchant friendly city could use a forced PvP feature is a lost cause. Killing your customers is bad for business. As a mayor of such a city, I would never use it. As someone has already pointed out, there are several PvP city features I would never use.
PvPers seem to be constantly trying to figure ways to get people to PvP against their will. Funny, as a merchant, I've never had to try to get a PvPer to buy my stuff

I'd assume for it to get to the point where such a mechanic is used, there'd been multiple warnings already given. I'm not sure how this is forced pvp.

This ended up getting a little off focus with respect to city warn. That is welcome to go in another proposal. As for this one, it is approved.
