Jubilee wheels are a big hit at events. In fact, players like to bet while they wait.
Could we implement them in player cities to help attract more people, and the percentage of the winnings can be donated to the city?

An opportunity to liven up cities and boost their economies
- Motivation
An easy mini game to insert since it was made near the Dantooine tower. Can be placed like a terminal ?
