That a new process and status for PVs be added to give community members a chance to comment and vote before the final decison is made

Sometimes a PV is seen by staff after a short amount of time and closed before members of the community have a chance to have a say Once a PV is set to implemnted then no one is able to vote or comment. When this happens as quickly as some have happened it negates the purpose of the PV which is to bring about discussion.

To allow a reasonable amount of time for the community to discuss a PV
I have noticed on occasion that some PV's are very quickly implemeted or not implemented sometimes within hours. A recent example of this is a PV to have Kash Nunes require a credit payment as well as tokens. This was set to implemented within 90 min. There was no chance for the community to discuss this. I propose that a new status of under consideration be added and that after 72hrs the final decison to implement or not implement be done. This will give members of the community a window in which to comment and debate. Naturally some PVs will need shutting down quickly which should still be done if warrented
