Tweak Guardian Strike to not depend on melee accuracy

Proposal
- Tweak Guardian strike to remove its dependence on melee accuracy to be usable with any build that takes mDef
Justification
- This change would allow Powers/mDef builds to be able to use GS to hold aggro effectively, opening up build variety for tanks in hard/NM heroics.
Motivation
- Currently, only mLS/mDef tanks are viable in NM heroics due GS being dependent on melee accuracy, only mLS builds have the accuracy be able to hit the ability on enemies.
Currently, Guardian Strike is a melee attack, and the hate it generates is dependent on being able to hit the ability on enemies.
This makes a Powers/Defender tank much less viable, leaving mLS/mDef tanks as the only decent option for NM heroics.
Since defender is a separate tree from lightsabers, would it be unreasonable to make Guardian Strike an ability usable by mSaber/mDef or powers/mDef builds, so both could tank effectively?
I'm not saying change the range, just untie it from melee accuracy so that all who take mDef can use it properly.
 
Great idea. It would be good to make defender viable for both ranged and melee builds. One of the cornerstones of the game is the ability to mix and match templates and this pv further improves that.
