The necklace offers bonuses to these skill mods:

• Engine Experimentation: 2
• Shield Experimentation: 2
• Weapon Systems Experimentation: 2

Note: Unfortunately, these bonuses are not great enough to have an effect on the number of experimentation points the shipwright receives.
