Open Science Allow Doctor to clear (Improve Stabilizers) Paralyze/Concussion Shot

Proposal
Allow Improve Stabilizers (Pathology IV) to be able to clear Paralyze/Concussion Shot
Justification
No ability can clear concussion / paralyze state
Motivation
Makes doctors more useful in groups and dungeon content
One of the main purposes for Doctor is to be able to clear states and one of the most annoying stats right now is sleep (Paralyze/Concussion Shot) as there is no skill that allows you to clear it.

My proposition would be allow Improve Stabilizers (Pathology IV) to clear this state.

Combat Medic and Smuggler are the two classes that can use this skill melee and ranged respectively

The only way I would support this is if it's melee range and cannot be used on yourself

Even still, smuggler is terrible as it is. This just takes away from it further

you say this like you can't already use /duel to clear it already in PVP

EDIT:

Should be normal heal range and my understanding, you couldn't do it to yourself because you're already in a concussed state anyway.

I.E. I cannot heal myself while concussed

This request is coming from a PVE perspective of having a mDoc in a group

Exploiting the duel mechanic is not comparable with adding an intended game mechanic that devalues an entire profession

I've run mCM since launch and I would highly recommend this even if my Paralyze is less "useful" in PVP.

Not a lot of folks run mDoc nor even in PVP/Combat and I think it's a great balance for Master Doctor usefulness.

Where is the logic in having a state or skill that cannot be countered?

#1 It is counterable with multiple consumables

#2 it has a balance built in: taking damage breaks it

This request has had me go into a bit of a rabbit hole of how MMORPGs typically deal with Mez CC in general. The being said, I'll preface that most of my critique on this issue is regarding PVE MOBs. PVE mobs can back to back stun and without CD on players or downtime from mez.

Pre CU closest equivalent was knockdown (KD and kneel/dizzy) locking mobs and knockdowns would have a 30s cooldown before you could be knocked down or postured down again.

Currently, if I'm going through DWB, humanoid mobs can chain concussion shots with impunity and the duration is at 45 seconds which is intense. For reference, here are other popular MMO mezes and counter options

Game / Mez Equivilent / Clearing options or counters

Lord of the Rings Online - Daze - Damage only to release but allows Temporary State Immunity

Guild Wars 2 - Stun - Multiple classes can clear stun

Elder Scrolls Online - Stun / Discorient - Use stamina to break CC

Final Fantasy - Esuna - Clears sleep from other player

WoW - Sleep: Dimishing returns chaining CC, cap at 12 second dura in PvP - PvP trinket, racial trait

SW:TOR - Multiple - Dimishing returns

New World - Stun - Cleanse clears state

Recommendations:

PvP may be it's own discussion but at least for PVE:

1. Allowing Improved Stabilizers to break a toon out of concussion shot out of combat

2. As @RoHRemis, allow CC break to be at melee range - as concuss shot works now, I believe you can only stim yourself in this state

3. Allow Improved Stabilizers to be used at heal range but different functionality in PvP

I defer more to the PvP crowd how CC it utilized, best used or abused on recommendations but I think this is a reasonable request for PVE unless there is a functionality of concussion shot / paralyze used in higher end content I'm unaware of

Almost every paralyze I’ve ever placed in pvp has been countered immediately and repeatedly to the point I wonder what it’s there for.

That being said- I do like the idea of doctors having more use in combat and not just being bots.

WoW: Priests can use Dispel Magic or Mass Dispel to clear sleep type CC

FF14: White Mage can clear sleep with Esuna
