Increased Skill Trainer Cap for Player Cities

Proposal
Adjust and increase the Rank system to make room for player cities to have all skill trainers available once they have reached Metropolis (Rank V).

Rank I - 5
Rank II - 10
Rank III - 17
Rank IV - 25
Rank V - 33
Justification
Currently, there are ways to place additional skill trainers by deleting and recreating cities as potentially other ways as well that do not "work as intended". If they can game the system to get the additional skill trainers and it isn't something corrected by the support team, why not just increase the limit to allow the additional trainers for all Rank V Player Cities? This will allow people to better manage and organize their cities without the need of creating cities over top of each other to get the trainers they want. I don't see any way this can negatively impact the community as it's already something that can be done, it would only streamline the process adding some freedom for the administration of the Player Cities.
Motivation
Many Player cities host a varied community of people that have different play styles and needs. Player cities tend to be the hubs of the community, allowing a personal space for guilds, groups of friends, and even whole factions. Setting up your city and adjusting it based off the needs of your community is always a challenge. Having the ability to place all skill trainers improves the value of your city and keeps people engaged there instead of funneling them to a well established city that somehow managed to get all of them.
The current cap for Skill Trainers is 25 in Player Cities, I would like to see the cap go up to 33 to include all Novice and Elite professions.
