Proposal
Allow merchant to be able to make limited exchanges of tokens with a high conversion rate.
1 way conversion of restuss and GCW tokens if merchant is factionally aligned. i.e. Rebel Merchants can only convert Imp to Reb. Neutral could convert both ways, but at a higher rate.
Conversion process should be done in a way that Devs can monitor frequency and type of exchanges so that exchanges rates can be tweaked and adjusted to encourage/discourage behaviours.

Exchange rate can be reduced/mitigated with more investment in Merchant skill tree with maximum at master.

These are examples only - understanding that a risk might be people 'farming' an easy heroic to buy the hard ones (hence the suggestion for varying exchange rates)
Justification
Give Merchant more functionality in game that fits with the premise of the profession, and more interaction in game universe with other players generally.
Players changing faction, essentially 'lose' any collected factional currencies unless sold privately.
Added credit sink, the conversion will typically be used by end game players who tend to have the most disposable credits
Motivation
Merchants have very little interactive role to play in universe, currently it is more of a supplementary profession for crafters and is 100% passive.
This proposal would get other players asking for merchants services, give merchants a reason to interact with the rest of the player base.
Ability for Merchants to offer a service to players, to convert in game currencies such as heroic tokens, gcw tokens, merc tokens, etc to a different type.

Sounds like some hates doing tk lol
again, its an example - please don't focus on the example of token value and which is 'worth more', the PV is the concept of an exchange being possible. I'll edit original post to remove the example so people can consider the idea without distraction.
