Implemented Other Non combat kd def recovery

Proposal
Add defensive kd recovery to novice artisan. Or: remove traders pulling aggro as they arent allowed any form of combat ability anyways.
Justification
It will make trying to do content on traders less ridiculously painful for no reason but to be stubborn. You may not realize this but just because i dont want to do combat on a toon doesnt mean im not forced into it by aggressive npcs, all of which are red aggro on lvl 1 player characters.
Motivation
I can go do a collection for non combatants as well as combatants and get kd‘d by an npc fighting in near vacinity. After which i cannot stand up. Has happened more than once and goes along with forcing traders to be lvl 1 as well. Take wod for example, where im supposed to traverse dathomir with a lvl 1. Its a complete joke and easy way to end up dead.
As long as my trader can be KD‘d he should have a way to stand up after. Complete lack of foresight not giving non combat professions a way to stand after kd. Please fix!

This was one thing NGE got right. Non-combat crafters at CL1 did not draw aggro from mobs at all. Yes, there were flaws, such as crafters just walking into places like DWB, but they found a way to correct that by removing the no-aggro tag if you went into these instances. Do the same here. Exploring around the world as a CL1 shouldn't require a bodyguard at all times.

I think the most upvoted Playervoice atm is for something similar, so good chance it'll get added at some point.
