Patriots and Inquisitors won't death blow when a Jedi has a BH TEF.
- Justification
Patriots and inquisitors should not be saving jedi from bounty hunters. BHs put in the work, they should get the payout.
- Motivation
I waited an hour for a jedi to leave an instance. I killed the jedi. But, because he had a Patriot on him from high vis, I wasn't able to DB the jedi and didn't receive a PvP death.

There are other things that db. I've had jedi intentionally run into krayts and kimos to take a pve death. I agree it's dumb, but if you fixed all this, no npcs would DB.
A better solution might be counting any Jedi deaths as PvP deaths if they occur under tef? And also giving the bh who last hit credit(in case of multiple bhs).

Given the ease of Jedi to avoid bounties including gunship jumps and template based escape abilities, when you do catch someone and actually kill them it is disappointing to miss out on the bounty.
Counting and Jedi deaths while tef'd as PvP deaths would be a great solution.
Another possible solution would be put a short timer (2-3s) on NPC deathblows to give players a time to do it, rather than it be instant by the NPC's. This is probably not a very good solution as it might have wider ranging impacts across the game.
