Open Artisan Remove armour / clothing restrictions for all races

Proposal
open up all armour / clothing to be wearable by all races
Justification
Because currently certain races are locked from wearing BiS armours etc this would remove this disadvantage
Motivation
pretty much as stated above
Just as the title states really, remove wearing restrictions for all races for armour / clothing.

If clipping is the concern, then we can have appearances on this server so we can "hide" any clipping issues, if it bothers the player that is. Sometimes the results can make for interesting character appearance designs.
