Open Space PvP Disable Station Repairs in Combat

I propose disabling repairs from space stations during and for ~~5 minutes~~ *edited to 30 seconds* after engaging in PVP in space. This is currently being abused by allowing players to fully repair their ship mid-combat. This prevents a large number of PVP kills that should count towards GCW and for claiming bounties. It is also illogical to get your ship fully repaired I'm the middle of combat.

Changed the proposal to 30 seconds, which should prevent potential abuse of the proposed change.
